Now that home licenses have been retired. I have to purchase two licenses if I want to use Pro on both my PC and my laptop. Is this really the case?

Andy,

I had the same issue and the best work around for me is to use the license-wizard, you don't have to purchase another license.

When I'm done working on my desktop start the LicenseWizard and I return the license using the manage current license activation button. Then when I'm in front of my laptop I use the activate a purchased license button. Make sure you have your license ID number handy on both computers.

The key is not to forget to return the license before you need it on the other computer.

...you do need internet to do what I wrote above. I think there is another option possible that doesn't need internet access, though I'm not 100% sure on that.
